It is a subvention Project for the publication of Turkish cultural, artistic and literary works in foreign languages. TEDA in essence, is a translation and publication project of Turkish cultural, artistic and literary works by foreign well-known publishing firms in foreign languages , based on the act of printing and promotion of the book project in the country it is translated.

The basis of the Project is subvention granted for the translation, print or promotion of distinguished works by celebrated authors as specified in the Directions and Application form by the Ministry of Culture and Tourism.

The purpose of TEDA is to merge Turkish cultural, artistic and literary spirit with the intellectual circles abroad, and to orient people to the sources of Turkish culture, art and literature.

GRANTS FOR THE PUBLICATION OF TURKISH CULTURAL, ARTISTIC AND LITERARY WORKS IN FOREIGN LANGUAGES

DIRECTIONS

PURPOSE

Clause 1- For the wider dissemination of Turkish literature and better recognition of Turkish culture, the Ministry of Culture and Tourism of the Republic of Turkey offers grants to corporations such as international institutions, enterprises, companies and foundations for the publication of Turkish cultural, artistic and literary works.

SCOPE

Clause 2- These directions include the procedures and the principles of the subvention granted to publishers outside of Turkey for the publication of Turkish cultural, artistic and literary works abroad.

BASIS

Clause 3- These directions are prepared in accordance with the "Law on Organization and Duties of the Ministry of Culture and Tourism", Article 10, paragraph (ý), entered into force on its publication in the Official Gazzette Nr. 25093 on the 29th April 2003.

DEFINITIONS

Clause 4- The following terms will be used in their following meanings:

Ministry: the Ministry of Culture and Tourism of the Republic of Turkey,
General Directorate: the General Directorate of Libraries and Publications,
Committee: the Advisory Committee of the Ministry
Publisher: corporations who are provided subventions for the publication of book projects.
Subvention: foreign currency in exchange of Turkish Lira paid for the publication of Turkish cultural, artistic and literary works to corporations such as international institutions, enterprises, companies and foundations.
Directions: document testifying the Publisher's commitment who is provided subvention to carry out the Project under the terms of the agreement set by the Ministry.

TYPE OF SUBVENTION
Clause 5- The Ministry of Culture and Tourism of the Republic of Turkey will provide subventions for the publication of Turkish cultural, artistic, and literary works, originally written in Turkish or another language, from its relevant fund.

RECIPIENTS
Clause 6- The Ministry offers grants for the publishers who have agreed to publish the book project.

AMOUNT OF THE SUBVENTION AND PAYMENT
Clause 7- Subvention will be granted for the publication of Turkish cultural, artistic or literary works. The Committee shall determine the amount of the subvention in the foreign currency in exchange of Turkish Lira (TL).

The Ministry shall transfer the amount following the decision of the Committee, the Ministerial approval and the signing of the agreement.

The payment will be made after the date of the signing of the agreement through the External Debt Service of the Treasury.
The Ministry will not make any other payment under any form or title to the Publisher for the same project.

OBLIGATIONS OF THE PUBLISHER
Clause 8- The subvention provided by the Ministry shall be solely used for the book projects.
The publisher must deliver 30 copies of the published book to the Ministry in 15 days.
The publisher guarantees not to hand over the project to another Publisher or change the translator without the prior approval of the Ministry.
In the event that changes that occur might affect the terms of agreement (change of corporate structure, address, etc.), the publisher shall notify the Ministry in 10 days.
The Ministry may ask the publisher to provide additional information-documentation about the situation of the project, and the publisher shall render detailed information and documents to the Ministry within 30 days. The agreement shall be automatically canceled if; the required information-documentation is not provided in time, or in case of conflict between the publisher and the third parties or if the book cannot not be published according to schedule, or if the Ministry determines that the publisher has not executed the terms of this agreement.
The Publisher, not fulfilling his obligations under the terms of this agreement, shall not be granted other subventions under any other name or title by the Ministry.

TERMS
Clause 9- The Publisher is obliged to complete the project within 2 years. The duration of 2 years to complete the project begins on the date this agreement is signed by the parties and ends with the publication of the work. If necessity arises, the Committee may extend the term up to maximum1 year.

COMMITTEE
Clause 10- The Ministry shall constitute an Advisory Committee to evaluate the applications for subvention, to decide on the works to be subsidied and to determine the amount of the subvention.
The Committee shall be composed of 7 members
a- Under the chairmanship of the Ministry's Undersecretary or the Vice Undersecratary
b- The Director-General of Libraries and Publications
c- Five members inside and outside of the Ministry, selected among members of Turkey's academic and literary world, to be appointed with the Ministerial Approval.
The Committee shall begin to work with the Ministerial Approval. Its term of Office is one year. New members, instead of members taking their leave or being excused from the Committee will be appointed with the Ministerial Approval.
The Committee shall meet on the date and place determined by the Ministry by an absolute majority of the total number of committee members twice a year. The decisions shall be taken by an absolute majority and by open vote of members attending the meeting. In the event of equality of votes, the chairman's party shall be counted as the majority. The taken decisions shall be reported and the report shall be signed by the attending members. The Committee can consult experts when necessary. The decisions taken by the Committee shall be applied after the approval of the Minister. The Ministry shall call the Committee to meeting when necessary. The publisher will be informed about the decision of the Committee with a written notice in 15 days, following the date of the Ministerial Approval.
The secretariat of the Committee shall be carried out by the General Directorate. The travel and other reasonable expenses of the Committee members shall be refunded according to the provisions of the Law of Travel Expenses. Moreover, the experts of the academic and the literary world shall be paid for their analyses of the book projects.

APPLICATION
Clause 11- Application forms might be obtained from the website www.kulturturizm.gov.tr, of the Turkish Ministry of Culture and Tourism, from the General Directorate of Libraries and Publications, from the Turkish embassies and consulates, and the Turkish Culture and Tourism Offices abroad, and from the Turkish publishers' and writers associations. The publisher shall send the application form and the documents to be attached, mentioned in the form, by registered mail (with the envelopes marked "TEDA PROJECT" to the Ministry: "TEDA PROJECT-Ministry of Culture and Tourism, General directorate of Libraries and Publications".

In case of absence of the required documents (application form and attachments), the publisher is obliged to obtain and provide them within 15 days following the notification. If the publisher fails to provide the documents or information on time, this shall be a reason for the rejection of the application.
The applications will be evaluated in the Committee meetings, held twice a year. The meeting days shall be announced on the Ministry's website. Application deadlines are; for the first Committee meeting, the final workday of May, and for the second Committee meeting, the final workday of September.

APPLICATION DOCUMENTS
Clause 12-
1) Application form,
2) Document (s) provided from the related trade association or document proving that the applying Publisher is in publication business in his/her country
3) Document(s) testifying that copyright has been or will be secured,
4) Copies of the agreement signed with the translator(s),
5) One copy of the original work,
6) Samples of the publisher's recent catalogues.

SUPERVISION
Clause 13- The Ministry may ask the Publisher to provide information-documentation about the stages of the project. The publisher is obliged to send detailed information and documents to the Ministry within 30 days. In the event of non-delivery, the publisher shall be deemed to have failed to fulfill its obligations foreseen by the agreement, and the agreement shall be cancelled.

VALIDITY
Clause 15- These directions enter into force with the Ministerial Approval of the Ministry of Culture and Tourism.

EXECUTION
Clause 16- The provisions of these directions shall be executed by the General Directorate of Libraries and Publications.
